If by design then I would think the roof rack companies would use that function, but they don't.
This is like saying that if mice eat cheese then the cheese must have been made for mice.:)
Not logical.

It looks like there is a smart rack manufacturer out there who picked up on the rotational feature of the pins and made a simple secure mount.

1. Rotate roof cleat 90°. 2. Place stud plate over cleat. 3. Rotate roof cleat back to the original position.

Being able to twist them would also let you align them better for retaining D-rings (etc) for sail awnings (etc).

Makes a lot of sense once you see how they actually work. We need to get someone with a wrecked van to cut one out and show a pic.
