Follow up question about vibration...
It was vibrating at around 40mpg then smooth after that...

The dealer finally said it was the CV joints and replaced them both (around 9956 miles). It seemed to fix the 40mph issue but now anything over 60mph and the steering wheel vibrates.

I took it back for the 4th time regarding the vibration and they said they rechecked the previous work (new CV joints) and everything was OK.

They supposedly balanced and road forced all the wheels/tires and had their "quality control" person drive it and he said everything was fine.

I go to drive it home and still, anything over 60mph and there's a vibration in the steering wheel.

Any ideas?
What do I do now?
Who should I contact since they are saying it's OK?

Yeah, they won't do anything. Will side w/ the dealer when they say it was fixed. The dealer likely won't want to work on your vehicle again so consider carefully before reporting them to the principal.

Go on a ride w/ their "QC" person and show them how to replicate.

Not my experience but if you tried and it didn’t get help for you I understand. Getting the Service Manager on board is a great suggestion.
