The housing does not contract. The housing and cable along with pivot points become contaminated with dirt and rust along with the housing filling with water and freezing the cables.Yes it happen to me last year 2015 in the winter. I told the garage that the cable is sticking when it gets below 30 degrees, they bring it inside and it has time to warm up. They try the brake and it works. They did not hear a word I said about the cold. A week later I had to have the emerg brake pads replace because they broke. Had to wait a week to get them because they were in Italy. Its a brake cable housing problem, when cold it contracts around the wire cable causing it not to release the brake. Should be a recall.
