I've had the 'recirculate' fresh air intake damper stiffen up below 10°F; reaching highway speed it will not make the locked closed (no/low fresh intake, indicator light on) position or hold it for very long, a few seconds and it's back to unactive status. Slowing down to a crawl at an interchange will allow it to engage and lock.
When its way cold out and once engine temperature gauge has started moving off away 'cold' maybe exercising the selector knob through its positions, giving it time to normalize at each setting, while not in motion could* get the damper(s) realigned?
Drove mine across town today. 22 F out and 7 F with wind chill. Worked perfectly normal. Once warmed up it'll almost burn your hands. I know that is pretty mild compared to upper Midwest. But it's severe cold for this area.
