      I had literally 100 holes in my floor from the previous owners floor and cargo tie down rails. They were slightly under 1/4". I drilled them all out to 1/4", hit them with Rustoleum rust reformer and later paint.
      
      With a dab of silicone I put one of these plugs in each hole. They are flexible and snap securely in the hole.

      Yesterday I worked on it and got some GE Metal silicone to put on it. It is a dark silver (my van is silver) so I just dabbed a goop of it on each hole top and bottom enough to fill them. If I decide this is shoddy, I might go your plug route too?
